Jeffrey C. Paas, CPA, CFP®

Jeff is a Certified Public Accountant and Certified Financial Planner with more than 35 years’ experience in Cincinnati. Jeff’s practice is focused on taxation and consulting for privately held businesses and professionals.
Jeff advises professional and business clients on matters of taxation, business valuations, and business transitions. He has extensive experience in the dental and medical fields with valuations performed for acquisition, selling, and partner buy-ins. He also represents clients before the Internal Revenue Service, state, and local tax authorities. He has received ruling from the Department of Justice Anti-Trust Division and been published in the Journal of Public Dentistry.
In 2021 Kevin Roy assumed Jeff's portfolio of clients. Jeff is still a valued consultant and advisor to the practice and keeps in touch regularly.
Herbert B. Blackburn, MBA, CPA, CFP®

Herb has over 30 years experience in the accounting, tax, and financial services industry with a particular emphasis on privately-held practices and businesses. He works with physicians, dentists, engineers, and other professionals focusing extensively on accounting, taxation, and practice management issues.
In addition, Herb deals with mergers and acquisitions, practice transitions, group allocation formulae, breakeven analysis, cash flow issues, and other business advisory issues. Coordinating these services, he assists many high net worth individuals/owners with complicated tax issues and tax planning.
Herb received his Master’s in Business Administration with a concentration in Accounting and Tax from University of Cincinnati in 1978. Further, he received his CPA certification in 1989 followed by additional certificate as a CFP in 2009. Herb is a member of the Ohio Society of CPA’s and Medical Group Management Association (MGMA). He was a member of the Society of Medical-Dental Management Consultants.
Herb and his wife, Monica, live in Loveland, Ohio with their two children still at home. He also has two grown children and one granddaughter.
David S. Justice, CPA, CVA

Dave has over 14 years in the accounting and financial services industry with a concentration on assisting Dentists, Physicians and Other Professionals. Dave consults with his clients regularly on accounting, taxation, valuation and practice management issues.
Dave is also the firm’s technical discussion leader for an array of topics including pass-thru entities, basis calculations and tax credits.
Dave received his Bachelor’s degree in Accounting from Miami University in 2004. He has also completed several graduate level accounting courses in order to qualify for the rigorous CPA and CVA exams. Dave is a member of the Ohio Society of CPAs, National Association for Certified Valuators and Analysts and the Academy of Dental Management Consultants.
When Dave is away from the office, he enjoys golfing, running and snow skiing. He and his wife, Tara, have one daughter, Ruby. They enjoy walking the family dog, Dolly, in the northeastern suburbs of Cincinnati.
Kevin M. Roy, CPA

Kevin has led an impressive career already as a Certified Public Accountant and business advisor in his 10 years working in the public accounting industry. In 2021, he merged his client portfolio into that of Jeff Paas’ and assumed his role as Partner.
Kevin serves as the firm's technology focused partner and visionary. He is constantly working to improve access, collaboration with other advisors and internal efficiencies resulting in a continuously improving product for our clients.
Prior to his role at Paas Blackburn & Justice, Kevin worked as the internal bookkeeper for a 10 physician family practice and has used this experience in helping to advise our medical professionals.
When Kevin isn’t busy working with his clients or chauffeuring his three beautiful daughters to their various activities with his wife Nikki, he loves spending his free time on the golf course and advocating for childhood cancer awareness. He graduated from the University of Cincinnati with a bachelor’s degree in accounting and is a huge Bearcat fan.
Andy Case, CPA

Andy has over 8 years’ experience in the public accounting, tax and financial industry and serves as both a consultant and advisor for privately owned practices and businesses in the Greater Cincinnati area. Andy works with dentists, physicians, engineers and other various professionals to help with accounting, taxation, group allocation formulae, as well as practice management issues such as cash flow issues and breakeven analysis.
Andy received his Bachelor’s degree majoring both in Accounting and Finance from Wilmington College. Upon graduating, he decided to take additional graduate level courses to prior to passing all four sections of the CPA exam. Andy is also a member of the Ohio Society of CPAs and the American Institute of CPAs (AICPA).
In his free time, Andy enjoys spending time outdoors with his beautiful wife Megan and three adventurous sons.
